Explain to me the right of return?

I don't really understand this. Looking at this issue from a third party standpoint, I can understand why Israel wouldn't allow the return of refugees to its country. But why not allow return of refugees to the West Bank? I'm especially concerned about the refugees living in Lebanon who reduce the Christians in that country to only 25% of the population, further allowing for influence of Syria and Iran.
