How can you resolve the problems by workflow bottleneck in place?

My employer being a regular VAT payer where i am asked to produce a report that is about to list the problems by workflow. and here is the senario...sales staffs could not make sure of which amount of the account receivables could be collectable on time where the procurement staffs could not verify which amount of purchasing should be payable. All of this situation created the problems against accouting bookkeeping process,i.e. VAT verification,Cost clification,etc., while the data was supposed to be recorded into the relevant ledger accounts, but it wasn't. And lot more staffs could not get used to the financial software where they tried to use Excel of having varied data created, but forgot to record all up-to-date info into the corporate server account by the software, this was where the data could not be kept up..
