Should we all share equally as we decline, or share unequally in prosperity?

If we make it tougher for entrepreneurs to succeed, the highest price we will pay is a brain drain of which the best doctors, companies, innovators, architects, teachers, chefs, auto manufactures, designers are all found in other countries, and so we will never "win the future" with a bunch of mediocre average people all wanting more money from a company or entity that cannot provide it.
