How do i grow out my hair long and thin?

ok i'm a guy and i want my hair to look like Justin Bieber's or Zac Efron's (old hair), like a skater guy shaggy type. My problem is my hair is thick and it doesn't grow long it just grow like i big poof, how do i grow my hair out long and thin?
