If you have an iphone without a data plan, can it still access internet?

Aright, heres there thing without having the data plan and using the internet, you can use the internet, but you have to be at an hotspot or have a home network, with that the internet is ready to use and will work fine but that pretty much the problem without having a data plan, you can't get on anywhere as you could with the plan and thats pretty much it, it would just be a iPod touch that happens to be an iPhone.
